The Ventriloquist (i.e. Scarface) was dealt well in the BTAS series. DC should have left Wesker well and alone. Instead they killed him off and (readily) substituted a replacement. Someone should have told (hammered it into his head) Didio that the dummy isn't what is the driving force...its the guy with his hand up its wooden behind.
Even though he was never one of the big A-grade Bat-baddies, the (Wesker) Ventriloquist-Scarface duo was a good middle-level one. The new one, she is even more (readily) of a cannon fodder than Wesker was...well, until DC's TPTB green lighted his offing in OYL
